OpenOffice.org is indeed free, when you download it from
www.openoffice.org. You apparently went to some other site, where they
charge you for something that can be obtained for free. While not
strictly illegal, I do consider those "vendors" to be unethical. If you
can't get a refund from that site, I suggest you contact your charge
card company to cancel the charges.
