There is _no_ OOo 3.0 version distributed with Ubuntu.
There is a personal repository with OOo 3 hosted at an official Ubuntu
domain. The user can simply add the repo and upgrade.
And I'll repeat:
*There is _no_ OOo 3.0 version distributed with Ubuntu.* and add "at
this time".
A PPA is not an Ubuntu distribution version.

Probably what is confusing the issue of who provides what in Ubuntu, is
that in the "About OpenOffice Dialog", it states that "This product has
been created by Debian and Ubuntu based on OpenOffice.org". If one is
not aware that the package comes from outside Ubuntu, one might assume
that Ubuntu and Debian are the source.
