Seems rather odd doesn't it - particularly since the code is opensource
& GPL [1] and has been available for quite some time? Then again, Gnome
(my favorite BTW) has been supported by Sun since 2000 [2].

One can only hope that the issue is not political vs ?... particularly
since there is an included kde integration module in OOo:

That said, I think that the real issue is probably lack of
integration/installation of the kdefilepicker (included in the ximian
openoffice.org-kde):
