I can confirm: I installed OOo 3 on a few Windows user's machines. I
didn't even think it's weird: back when I was using Windows
_everything_ wanted to reboot the system.

Note that you can install Portable OpenOffice which does not require a
reboot, and seems to run a bit quicker too for some reason (also
Portable Firefox seems to run a bit quicker).
