Actually, begin with a blank text document:
1. Click on FORMAT => PAGE (critical key step)
2. Choose BACKGROUND tab
3. Dropdown tab "As" reads COLOR. Change this to GRAPHIC.
4. Choose the TYPE position that you desire.
5. Browse to the graphic you wish for the watermark.

To make a quick watermark, simply add the image required to
your document. Select the image and the object toolbar will
change to give image options. There is a drop-down list at
the beginning of the object bar which has the option to change
the image to a watermark. This will change transparency, adjust
alignments to centre on page, and put to background in one motion.
