I store most of my PDFs in their own folder.
I almost Never use the Windows Default Documents folder.  I have
many folders under c:/ or c:/a-program-storage.  I use "a-",
"b-" and other starting letters to have the more important or
needed more often "level indicators" with "z-" as my archive
directories.

Whatever works for you to keep the clutter on your computer
from overwhelming you/me.
