From any OpenOffice.org window select:
Tools > Options > OpenOffice.org > Online-update
On this dialog remove the tick mark from the item:
"Check for updates automatically"

This will remove the functionality, of course you will need to check for any updates the the program or extensions your self then...but that kind of goes without saying doesn't it.
