The simple solution is to open the "Extensions Manager" and "Remove" the
unwanted extensions/dictionaries. Then you only get update reminders for
the ones installed on your system.
Actually, it's not quite so simple. On my copy of OOo3.0.1, the 3
supplied dictionary extensions (English, French, Spanish) are "locked"
and the Remove button is not available.
I don't know if or how they can be unlocked; their presence (and
occasional updating) doesn't get in my way or annoy me, so I've never
tried to find out. Could be something to mention in the documentation,
though, for the benefit of others.

As you'll see, it's been marked 'Closed Won't Fix'. Perhaps if more
folks complained, voted on the bug it can be reopened. To me adding
*any* extension by default that can only be removed as
root/administrator is not only annoying as hell, but is also a security
issue.
Here is how I solved the problem of uninstalling the unwanted
dictionaries.
I go and find the updated ones on the extension pages. Not by
the update section. Next I install the new one, or the same
one myself. It turned off the "unable to uninstall" error message
and I was able to uninstall it/then at that point. For my
Vista Laptop install, that process seemed to work.
It might decide if I was the one to install the extension, then
I have the rights to uninstall it. Even if it was already installed
when OOo was first installed. You installed the extension over
top of the one you have there, then it tricks the system telling
it that you now have the rights to uninstall it now.
It worked for me, but Now I have reinstalled some non English
dictionaries to help me in some of my work.
