I filed a bug about this when 3.0 first appeared:

[Default Dictionaries (English, French, Spanish) cannot be disabled or
removed]

As you'll see, it's been marked 'Closed Won't Fix'. Perhaps if more
folks complained, voted on the bug it can be reopened. To me adding
*any* extension by default that can only be removed as
root/administrator is not only annoying as hell, but is also a security
issue.
