As far as I can see you can do the same alignment in the table as in a Calc document. After you insert the table with the number of columns and rows required - the table window will appear. Of the icons displayed there is one that aligns the contents of the cell to the top edge of the cell. (On my Open Office 3.0.1 it is the first icon of the second row of icons.)
