This user admitted privately that he was using Windows Vista - though he still declined to admit what version of OpenOffice he had! It was probably version 3.0, since this is apparently known not to show the "Save with password" box in the Save As... dialogue when installed under Vista (issue 92684). His solution is either to upgrade to 3.0.1 or else to choose "Use OpenOffice.org dialogs" in Tools | Options... | OpenOffice.org | General | Open/Save dialogs.
