Well, the official MS line is that just trying to wedge it in would cause surprising and unpredictable results. I actually agree with them on this one, the standard says that different namespaces are to be used for different semantics, and OOo chose to use different semantics to Excel, so the obvious thing to do is to put Excel formulae (which should be evaluated with automatic string-to-number conversion) into a different namespace. What MS have done is to give OOo the solution to this long-standing interop issue - all OOo needs to do is to support the msoxl namespace with Excel semantics and they win!
