It's not so easy. Supporting Excel semantics to open files is a no-brainer, it should be done asap. But what happens when OOo saves an ods file?. It can choose to support odf 1.2, but then Excel will loose all the formulas when it opens the file, or it can choose to save the "excel way", and this will just kill the standard and let MS define the format again.
