The simple answer to that is that most Linux distributions base their
OOo version on the GoOO builds from Novel instead of the "official"
version direct from the OO.o website. The GoOO builds include
functionality/extras that are not (yet) included (for various reasons)
in the main OOo build. The Windows version of OOo you are using is from
the OO.o website... so it does not include the MSWorks filter.

And for Windows if you want the Go-oo flavor of OpenOffice.org (w/ the
MSWorks filters..as they are) you can get a copy at
http://go-oo.org/download/
or the Novell web site...but Novell only offer a single very large
binary image.
I believe that these filters are also found in the version of
OpenOffice.org found at
http://sourceforge.net/projects/ooop
This latter offering a number of addons along with the baseline
application, pre-loaded.
