You can do all this with a single template. You'll need different
page styles for your first and subsequent pages. Since you want the
text to flow naturally from the first to second pages, you won't want

second page style the Next Style of your first page style. The
existing "First Page" and "Default" page styles may suffice, suitably
customised. As has already been pointed out, no special treatment
will be necessary for the numbering on page two to start at "2".
OK, now I need to know how you set up the Default (or other) style for
the later pages to include the page number in the header without having
a page instantiated -- I can see where you can establish the header
itself, but not its contents. How do you do that? That's why I
recommended the manual page break, and I'm glad to know it isn't necessary.
You - and indeed your authors - may be surprised to see the resulting
single-page template with no page number. But the later page style
and the linkage to it are buried in the template and as soon as typing
into a document spills over onto page two the page numbers will spring
into life.
This is really easy to set up in Word, I'm having a hard time
convincing others in my department that moving to OOo is worthwhile
when these kinds of problems creep up.
I think this is fairly straightforward in Writer - once you know how.
