If you right-click on a cell in the table and select Table, then the
Text Flow tab, you may find that the top of this has selected Break,
Page, Before. If so, just deselect Break and your table should flow
properly. You may also want to see if the other settings are what you
want, especially the Repeat heading one, since your table apparently
spans pages due to its size.
It was already de-selected. Its options were grayed out.
ALSO, I tried just shrinking the big picture to see if smaller contents would cause the table to re-flow. It reflowed by bringing the second row from the following page, but the start of the table is still at the top of a fresh page, following a lonely paragraph and a BIG empty space (more than big enough for the first table row.
There must be another dialog somewhere with another "break" or "start at top of page" setting that I haven't noticed.

Hmmm. Any chance that there's a stray blank line with a format that
requires a new page? An empty Header 1, for example? That is one of the
properties a paragraph style can have. If the contents aren't sensitive,
you can send me the file and I'll see if I can figure out what's happening.
