As far as I know, Ubuntu does not update their repository between releases.
Ubuntu 9.04 has OOo 3.0.  Version 9.10 has version 3.1.  I would not expect
OOo 3.2 until the next release in April (making it 10.04)

As to why they do it that way, I defer to the more experienced and wiser
(NoOp?) list members.  You could post the question under the "general help"
category on the Ubuntu Forum (http://ubuntuforums.org) too I'd think.
