As far as I know, Ubuntu does not update their repository between releases.
Ubuntu 9.04 has OOo 3.0. Version 9.10 has version 3.1. I would not expect
OOo 3.2 until the next release in April (making it 10.04)
As to why they do it that way, I defer to the more experienced and wiser
(NoOp?) list members. You could post the question under the "general help"
category on the Ubuntu Forum (http://ubuntuforums.org) too I'd think.
My Ubuntu 9.10 has OOo 3.1.1 [OOO310m19 build:9420]
and the "us.archive.ubuntu.com/main" repository seems to call it version
1:3.1.1-5ubuntu1
That seems to be the latest version. When I installed 9.10 as an
upgrade from 9.04, I think
the version they had was 1:3.1.1-4ubuntu1, not this current version that
I got using an option
to find any upgrades to the software.
It just would be nice to find some other trusted repository that would
keep up with the
upgrades of the popular software like OpenOffice and Firefox. When OOo
3.2 comes out,
it would be nice to have a notice via the Update Manager that there is
an update for OOo.
Then you just have to say yes to the update, and not have to wait months
for the system's
"main" repository to get the new version of OpenOffice.com.

OpenOffice.com
repository for the top 4 or 5 flavors of Linux.
