It means that the marketing people think that they can get away with saying that, without a significant number of people calling them on it.

You can try it, and see what happens.

On Linux, you might be able to do what you want in 512.
On Windows, I wouldn't try it without at least 2 GB.

I've forgotten which version of OOo, and which OS I used, but I have managed to get it to run on 96 MB. However, that is not an experience I'd suggest for others to try.
