The CTR (Commit Then Review) is a practice that works where things are revertable easily (SVN commits, Wiki posts, for example), and there is a record somewhere on a list. It is about a practice for committers, not general contributors (well, except for public forums and wikis of course, but you don't need lazy consensus to to anything there). One way you could help would be to post to ooo-dev the settings you recommend. They should work for GMANE users and for users who receive the list by e-mail.
