We need more information, please:
1. Which release of OOo?
2. Which Windows version?
3. Did your download image pass the md5sum check?
4. Did you do a multi-user installation?
Number 3 is the important one. Check your installation procedure in the
appropriate SETUP GUIDE for the release series of OOo you have at
