I'm using Debian 2.6.8 (Etch) which I think is similar to Ubantu. I'm
not sure I understand your question. In OO2 if you go to the files ->
wizards -> Install new dictionaries ... item, you will get a macro that
installs the dictionaries/spell check for you.

It sounds like you need to reinstall OO2. If you have alien and use .deb
packages, I'd suggest you follow the instructions here:
http://installation.openoffice.org/servlets/ReadMsg?list=dev&msgNo=609
Download the latest build 1.9.m118 and follow the directions up to and
including # /opt/openoffice1.9.51/program/pkgchk --shared (you get
'pkgchk done.')
The remaining stuff seems out of date. This is what I do and it's always
worked for me.
