I am a bit short on time right now, but here is a an example. If needed
I will put it on a web site later.

Steps to create:
* Open Draw
* Click on text icon
* Draw a text box
* Type "Test" Tab Key "Test" (sans quotes)
* Highlight text
* Right click on highlighted text and select "Paragraph..."
* Select anything except "None" under "Tabs -> Fill Character"
* Click rotate icon
* Hold down shift key and use mouse to rotate any angle
Result: Fill characters disappear

Have tested 3 different machines/installations = same result.
