I think it is.
The 'protection' of Excel-files is quite different from that provided
for OpenOffice.org files. Excel does not support that kind of
protection. So the properties are not be saved in the Excel-file.

The export of a password protected document in MS Office format is not

This is about saving an existing Excel document, so one could expect a
warning as well in the situation you described.
How can I prevent this?
Not at this moment.
