You can overcome this problem by setting the tabs in the paragraph styles.
Under format paragraphs there is no tab tab when selecting the whole
document. It only appears when the tab bar is also available.
Don't select the document first. Just put the cursor in one
paragraph, right-click and choose "Edit Paragraph Style", then go
to the Tab tab and set the tab stops there. They will then apply
to all of the paragraphs with that style.
You'll need to do this for each different paragraph style that
needs to have tab stops set in it, so if you have a lot of styles
(that are not all linked from a base style) that could be a
nuisance. But in most documents I've seen, most if not all of the
paragraphs (other than headings) are all in the same style
(usually Text Body if not Default).
