Gee, I hate to mention styles again, but...
Have you tried setting the tabs in the paragraph style? Probably
the whole list is in one style, so a change in the style should
affect all of the lines. If changing the style doesn't do the job
on all of the lines straightaway, highlight the whole document
and choose Format > Default Formatting to get rid of any
overrides that may be interfering.
Oh, and if you haven't already turned on the display of tabs,
paragraph markers, and other non-printing characters, I recommend
you do so. I find that it's much easier to diagnose what's going
on if I can see those things.
