I agree. I always turn this off.

I disagree. Having it as an effect is invaluable when combining and splitting 
documents, when it is easy to promote and demote titles by simply changing 
the style.

Permanently changing the data is a different function. Perhaps it should be 
under the Edit menu rather than Format or effects.

As this is a change to the data, I think it needs to be in a different place 
from format or effects, eg. under the Edit menu.
