If I understand the problem I think OOo can handle it.
You can create line numbering that counts each line. You can then set the paragraph style to either be double spaced or not. Accordingly within the same page you can have single spaced, and numbered, text as well as double spaced, and numbered text. You can also set the line numbering to include/exclude blank lines. I've attached an example document that the rest of the list won't get, but hope that you don't mind the attachment. My brother is an attorney using openoffice writer in his practice. Openoffice falls short of word perfect and ms word when it comes to creating a legal pleading. These documents need double spaced line numbering on every page. Certain sections of the document are single spaced and the oo line numbering isn't sophisticated enough.
