If, when you installed OOo, you chose to have OOo open MS Office (MSO) files automatically, then just double-click on the file to open it. If it is coming to you over the internet (by clicking on a link), then save it to disk, and double-click on it. If you did not choose to have OOo open MSO files automatically, then you must start OOo, and use File->Open to open MSO files.
