I looked at the install instructions and the OOo FAQ and see no explicit description of when one should install the binary including JRE and when one should install the binary without JRE.
IMO, JRE should just be included in all OOo packages as standard, and the installer app should figure out or ask if it's needed/wanted or not. I.e. if JRE isn't on the machine then just install it and use it. If an older version is on the machine then ask if it should be upgraded, or install a copy that's private to OOo. I don't see any advantage in having a half operative OOo on some machines and a fully operative version on others. It will make the download a little bigger, but it will make everything a lot simpler and consistent.
