You use styles. With styles, you can align the text to the center
of the page horizontally. You can also set the distance from the top
of the paragraph to the bottom of the previous paragraph. If you are
wanting to place a title on a blank page for example, the distance I
mentioned would be from the top of the title to the top of the page.
If you are not acquainted with styles, I recommend you download
the two chapters on styles from this web page:

listed in the Getting Started Guide, and the other is in the Writer
Guide.
