I am still puzzled however. I did find the "Circles and Ovals" entry in the Customize popup. When I select that and click OK (se attached screenshot) the popup closes, but apparently nothing has changed, i.e. the toolbar is not available on my drawing, nor is it added to the list of possible toolbars in the View drop-down.
