[users] macosx 10.4.8 server- openoffice 2.0.4- sh: line 1: mkdir command not found error

I am getting a application error on startup of OpenOffice 2.0 on a  
MacOSX 10.4.8 server system with the following error:

sh: line 1: mkdir command not found
It appears to be in one of the apple scripts. Edit gets an error:

Unable to read the dictionary of the application or extension because  
it is not scriptable.
