Your description indicates that you have not installed OOo. I
believe that one of those files is setup.exe and another one should
be the setup guide. Read the setup guide before doing anything else.
If you are using Win 2000 or XP, you will need to be logged in as a
user with Administrator rights. You should also close your anti-virus
and firewall before installation and start them again after the
installtion is completed. JUST MAKE SURE you disconnect the computer
from the Internet before closing the anti-virus and firewall. Make
sure these programs are running again before reconnecting to the
Internet.
