Since I will have to make a final pass through the document anyway before publication, I guess I can live with the editing workaround I found.

Well thanks, but we haven't actually made any improvement in the problem.

In fact, the more I look at it, the more I'm sure it's just a bug.

It seems to depend on the combination of row height and the height of the table: add a few empty rows and the problem goes away; the table rows are correctly moved across a page break.

I can reproduce it with an empty table, as long as the basic geometry is similar.

At this point I don't have any good workaround. Adding at least four 1" high rows to the table is enough to prevent the problem, but that's no solution.

I'll play with it some more--maybe I'll get an idea.

This should definitely be reported as a bug (if it's not already). Are you interested in doing that? I can report what I have without including any of your document. Just say so if you'd rather file it.
