     It would seem that you have created the wrong type template. If 
you are creating a letterhead, you need to do so in a text document 
(Writer) rather than Draw. Have you considered copy and pasting the 
graphic you created in Draw into the Header of a text document? Then 
you can save this text document as a template (*.ott) file.
