Don't know about the bug v feature question but a workaround is as follows:

Create a text box with the word in it; put a frame around it and anchor it
to the frame. Insert the picture and move it into the frame by anchoring it
to the frame. Anchor the frame "As character". It's a bit fiddly and it's
difficult to describe the process for getting the word and the picture into
the frame but a bit of trial and error will repay the effort.
