There are some functions in OOo that will not work in Vista Home Edition.

There is _nothing_ that the OOo can do, because of the "defective by
design philosophy" that Microsoft uses. The defect is with Windows
Vista, _NOT_ OOo. (I wouldn't be at all surprised if some versions of
MSO include code that gets around the defects of some versions of
Windows Vista.)

AFAIK, it affects MSO almost as much as OOo, I'm not sure whether or not
one can claim that it is a violation of either the US, or European
Community agreement to refrain from anti-competitive tactics.

You have my sympathies.
