Assuming that you are using the standard OpenOffice program as downloaded from
http://www.openoffice.org, the only time you should get a password request
dialog is if you are attempting to open a password-protected document.

Alternatively, if you are getting asked for a password when you are attempting
to install the program as opposed to running it, you may require a higher
permission level than you have on your computer to install software.  Talk to
your system administrator (if you are in a managed environment) or whoever set
up your computer for you and ask them to either install the software for you or
provide you with the password so you can do it yourself.
