If you mean a French dictionary to allow you to spell check a French
document then install it using File>Wizards>Install New Dictionary. Once the
dictionary is installed you can set it as the default for your documents in
Tools>Options>Language Settings>Languages>Default Language for Documents. If
you want only "this" document in French, tick the "For the current document
only" box. If you want multi-lingual documents, say part French, part
English, part German then (a) you need to install all the relevant
dictionaries and (b) you can either work word by word or paragraph by
paragraph - see the Help under "languages;recognition of" or you can create
styles for each language. This is the best way if you plan to write lots of
multi-lingual documents because, having created a set of styles you can save
them in a template. For lots more about styles, see the Help within Writer
under "styles" and also chapters 6 and 7 of the Writer Guide at
http://documentation.openoffice.org/manuals/oooauthors2/index.html
