Maybe.   It all depends upon their IT contracts.

Anything about what their contract says is sheer speculation.  I've
seen Microsoft contracts that prohibited the installation of FLOSS on
any computer used by the organization.   Will such a clause hold up in
court?  Probably not, but what school can budget anything for a
lawsuit against a company that considers US$1 000 000 000 to be chump
change.
