Well, nothing can open publisher files (part publisher) A workaround is to convert them to pdf, by using this free online converter: https://www.pdfonline.com/convert_pdf.asp

I am the webmaster for a client who has recently changed to using only MS Publisher because that makes it easier for her to put out their newsletter. I "publish" their newsletter on the website.
