No.  Microsoft released them under a license that allows those fonts to be
redistributed under the terms of the license.

That is completely different from "public domain", which those fonts definitely
are not.

You can find those fonts here:  http://corefonts.sourceforge.net/

They are being distributed in accordance with the license terms.
