anyone whose job involves obtaining software for a company should know about such restrictions.

The operative phrase here is "should know".

The only prudent course is to have an attorney sit down and explain
what each license and contract allows, and prohibits. And how these
licenses and contracts affect each other.
Again, it's not our concern. If you go into Staples to buy some software package, will you be told to consult your lawyer before installing? Not likely, because they assume the purchaser is able to make their own decisions about what to install. OpenOffice is no different. It is simply a product that's available to install on someone's computer. We cannot police the world and quite frankly, your warnings are beginning to sound like Microsoft FUD, claiming that if you run Linux or OpenOffice, you may be violating their IP. It helps if you don't treat people like idiots, who can't think for themselves. And that is how you're coming across.
