When I first tried it, I set the initial bullet style for each line individually, and had a non-bulleted paragraph between each bulleted paragraph. Then I could change each line by itself.
I tried it with a bunch of paragraphs formatted at one time to the same bullet style and found that changing one paragraph changed all, as you found.
Right-clicking in the paragraph and selecting Numbering/Bullets gets to the dialog a little faster.
So, it may work for you if you start by setting up the bullets for paragraphs individually, with an unbulleted paragraph separating the bulleted ones. That's even more tedious unless, as Harold Fuchs suggests, you can do some of the work with macros.
