I've finally got around to trying this. It doesn't work for me as you've
described above on my Win XP Pro SP2, OOo 2.3 system.

After creating a list using the bullet styles if I highlight an item and
then use styles and formatting as you describe applying any of the list
styles does not change the bullet style. From the changes that I see it
appears to affect only the indenting and line spacing. This is also true if
I create the list using a list style and not with bullets.

Any suggestions? What you've described would, I think, be easier (fewer
steps) than the method that does work for me because it is so easy to open
the Styles and Formatting tool and keep it open on screen.
