This has all been discussed to death, and there is no "one correct answer". Excel has it's own problems with this.
All I can say is that the current situation causes a /ton/ of problems when people move from Excel to Calc, requiring advanced skills to find and fix.
The OOo developers are well aware of the situation and (at least as far as I can tell) are not considering any changes.
While I'd love to see Calc be easier and better than Excel, that's not a terribly practical goal.
