Language is handled through the use of styles in OpenOffice.org. If you
open the Styles and Formating window (F11 key), both paragraph and
character styles allow you chose the language you want to use.
If some of your paragraphs are in German and others are in English, then
you should create a paragraph style for each language. Just make the
German style for German, and the English style for English.
If you have some paragraphs which contain both languages, you need to
create a character style for each language.
If you are not well versed in how to use styles, I recommend the
Writer's Guide available at
http://documentation.openoffice.org/manuals/oooauthors2/. There are 2 or 3
chapters on styles.
