Ah ha! No wonder i couldn't find it. It is not an online form as I
suspected but an HTML <A> with the subject in the HREF=<MAILTO:XXX>

Perhaps an online form with a captcha is needed instead. Then they can
at least choose from a drop-down list for their subject.

Still doesn't explain why troll/idiot (what a sad sense of humour)
thinks that people are invited to change the subject line of existing
posts.
