This is a common Microsoft installer problem that impacts on the
installation of many software packages (including Microsoft's own Office
program), not just OOo (OpenOffice.org). The problem seems to have a
number of causes, so it is difficult to give you a definitive solution.

Is your edition of XP updated to Service Pack 2 and are your Windows
updates up to date, including the current version of the Windows
Installer program?

It appears that you have started the OOo installer program and it has
unpacked the installation files. When the installer finished unpacking,
it should have automatically started the setup procedure. Was it at this
point that the error message appeared?

Are you installing using an Administrator account? If not, switch to an
 Administrator account. Open the "Installation Files" folder named in
the error message and check that the "openofficeorg1.cab" file actually
does exist. Then locate a file in that same folder with a name something
like ?openofficeorg23.msi? and double click on it to restart the
installation process.

If the problem continues you may have a Widows Registry error. Advising
you about fixing registry problems is not something that can be by email
and I would recommend you contact a local computer support person to
assist you in resolving this.
